As Andrew explained in several posts earlier, Figma does not currently scale down characters for fonts that have not identified super / subscript numbers, but it looks like this is on the radar of development teams.
The current implementation takes advantage of OpenType features by using specific characters in the font. The corresponding super / sub scripts are weight-optimized so they play well with the weight of a full-size glyph. Next, you will have to click on the three-dot menu again and select the Edit as HTML option.
The easiest and the fastest is to use the dedicated commands.
